The first time my wife flashed when we knew someone was watching was in Las Vegas. Every inch of the inside of a casino is under video surveillance so she opened her top in the elevator. Somebody somewhere saw it. By the end of the weekend she would wait for the elevator to get to our floor and as soon as the door opened she whipped off her shirt and walked down the hall to our room. Anyone coming out of their rooms would have gotten a free show.
Once she gets her nerve up you can have her try doing it where she knows someone is watching.
I've now got pictures of her flashing in dept. stores, in restaraunts and in parking lots of big chain stores.

Last time in vegas we went in the hallway where she wore a t shirt that barely covered her. When someone would go by she would be sure flash. By shrugging her shoulders she could exposes herself. Guys loved it but she loved it more.
