I don't know how they do things in Sweden, but in the U.S. if a legitimate professional massage therapist were to touch a client's genitals or other delicate areas (including, usually, her breasts) he would likely get fired, lose his license, and maybe go to jail. That said, there are obvious exceptions to this.
What she needs to do is discuss with the therapist beforehand her expectations, boundaries, and fears. Ask if it's OK to have you (her husband) present to observe. Do they follow draping protocol (covering the body with a sheet or towel except the area worked on)?
On the other hand, being touched all over by a strange man might be the first step to your goal of getting her to be more sexually open. If she's not ready/willing to get a massage from a man she can always request a woman. If that's not an option then go somewhere else. (p.m. me if you have more questions).
