Westgate Park in port melbourne, bayside park in cheltenham, Jells park, Sandringham football ground, birghton beach, black rock beach, lysterfield lake on Dandenong side(look out for the bloody kangaroos, they are huge).

I've heard that Ballam Park near Frankston is supposed to be good for dogging on a friday or saturday night. Been past it heaps of times but never been there to see if it happens.
