On the home page, (the one you see after logging in) how about a "What's new this week" feature as far as photos go.
Seems some of the things on the home page are promoting photos or videos that have been on the site a while.
I think it'd be an easy way to encourage people to submit new photos.
Of course, if someone uploads 20 photos, I wouldn't expect them all to be shown on the home page. The intent is to get viewers to visit the individual profiles and hopefully interact with each other.
